NWRA State Update: Pennsylvania Waste Industries Association Tracks Two Industry-related Bills
In Pennsylvania, both chambers are in session this week. The Capitol reopened to the public (including lobbyists) on Monday, March 22. COVID-19 safety precautions, including mask wearing, sanitizer stations, etc., will be in place for members of the public. The increased security that was added in response to the January 6 U.S. Capitol riot and other threats will remain in place. Virtual access to the floor and committee activity is expected to continue for both legislators and the public.
The House will take an initial step in the budget process by moving two general appropriation bills. The bills will eventually be amended to include the final negotiated budget language.
Two bills of interest, Senate Bill 114 and Senate Bill 382, passed the Senate Transportation Committee on March 17. Senate Bill 114 sponsored by Sen. Lisa Boscola (D-18) dealing with snow and ice removal passed with a vote of 13 to 0, and Senate Bill 382 sponsored by Sen. Wayne Langerholc (R-36 ) dealing with voiding of bridge tolling proposal passed with a vote of 9 to 4. Both of these bills will be in a position for consideration by the full Senate.
On Wednesday, March 24, the House Transportation Committee will hold a public hearing on the Bridge Tolling initiative.
