NWRA State Update: NWRA Texas Chapter Provides Update on Five Bills
The National Waste & Recycling Association (NWRA) Texas chapter is following the current legislative session. Below are five bills of interest:
House Bill 19 sponsored by Rep. Jeff Leach (R-67) relating to civil liability of a commercial motor vehicle owner or operator was reported as sent to the calendar on April 9. Its companion is Senate Bill 17 sponsored by Sen. Larry Taylor (R-11). Senate Bill 17 was referred to the Committee on Transportation on March 11.
House Bill 631 sponsored by Rep. Drew Darby (R-72) failed in committee on April 12. This bill relates to local government and other political subdivision regulation of certain solid waste.
House Bill 753 sponsored by Reps. Briscoe Cain (R-128) and Gary Gates (R- 28) was left pending in the Environmental Regulation Committee on March 22. This bill would cap franchise fees at 2 percent.
House Bill 2104 sponsored by Rep. Elizabeth Campos (D-119) was referred to the House Environmental Regulation Committee on April 15. To date, this committee has not set any bills of interest for the week of April 19. House Bill 2104 would allow a county with a population of 500,000 or less to regulate solid waste collection, handling, storage and disposal in areas of the county not in a municipality or the extraterritorial jurisdiction of a municipality.
House Bill 3866 sponsored by Rep. Andrew Murr (R-53) was referred to the House Transportation Committee on March 24. This bill relates to the offense of operating or loading an overweight vehicle.
