NWRA State Update: Alabama Chapter Provides Updates on Three Bills
In this NWRA State Update, the NWRA Alabama chapter provides a legislative update on the following bills: House Bills 335 and 460, and Senate Bill 56.
House Bill 335, sponsored by Rep. Alan Baker (R-66), passed after the House concurred with a Senate amendment by a vote of 102 to 0. This bill would permit public contracts for residential solid waste collection and disposal to have a contract term of not greater than five years. The amendment excludes Class 1 municipalities. This bill was forwarded to the governor on April 27.
House Bill 460, sponsored by Rep. Wes Allen (R-89), passed after the House concurred with a Senate amendment. This bill would exclude motor vehicles engaged in the intrastate transportation of logs or pulpwood and agricultural products between the point of harvest and the first point of processing from certain regulations. This bill was forwarded to the governor on April 27.
Senate Bill 56, sponsored by Sen. Tim Melson (R-1), passed on April 29 with a vote of 91 to 3. This bill would authorize a county or municipality operating or providing a solid waste program that has more than $1 million dollars in a solid waste reserve account to expend amounts in the solid waste reserve account over $1 million dollars for purposes in the best interest of the county or municipality. This bill was forwarded to the governor on April 29.
