NWRA Says EPA’s Emission Rules for Landfills Brings Regulatory Certainty

Arlington, VA – The Environmental Protection Agency (EPA) published its Federal Plan for Municipal Solid Waste Landfills on May 21. The federal plan, which becomes effective on June 21, implements the emission guidelines (EG) and compliance times for municipal solid waste (MSW) landfills (2016 MSW Landfills EG) for existing MSW landfills located where state plans are not in effect.

“We are pleased that the EPA has issued the federal plan,” said NWRA President and CEO Darrell Smith. “It provides more regulatory certainty for our industry.”

The federal plan includes: identification of legal authority and mechanisms for implementation; inventory of designated facilities; emissions inventory; emission limits; compliance schedules; a process for the EPA or state review of design plans for site-specific gas collection and control systems; testing, monitoring, reporting and recordkeeping requirements; and public hearing requirements.
