Advocacy

NWRA is the leading voice at the federal, state, and local levels on legislative and regulatory issues, working to improve the business climate for our industry and to progressively make our industry safer, smarter and stronger. NWRA and its chapters work with government officials to educate them on NWRA members’ priorities. NWRA also participates in legal cases in federal and state courts affecting members and the waste and recycling industry as a whole.

Hours-of-Service ELD Exemption

The Federal Motor Carrier Safety Administration (FMCSA) has granted a rare Hours-of-Service exemption exclusively to NWRA members that eliminate the need for them to use electronic logging devices as otherwise is required under the new rule effective December 17, 2019. NWRA will provide an updated list of its members to FMCSA on an annual basis as proof of exemption from enforcement for those companies. NWRA will also send electronic certificates of membership each year to its member companies for them to print out and carry in their vehicle fleets.
